According to a command engineer Mr. Ali Akbar Hojat Jalali was appointed as the in charge of investigation and commission of baccalaureat course of plant protection department in faculty of agriculture and in 1370/7/31 he send the explanatory project of foundation of a special department to the faculty and the razi university in 28 pages.
Wth his dispached to Belgium for his complemental education there was a break of four years till again according to a command Dr. Ali Naghi Mirmoayedi became the incharge of investigation of foundation of this department.
